Senior Executive Team

As described below, the RTA Senior Executive Team is a group of dedicated professionals who work alongside the Board of Directors. These leaders come from a variety of professional and academic backgrounds that work together to plan and implement the agency’s long-term transit success. Each committed team member brings their own expertise and leadership to the agency.


Leanne Redden is Executive Director of the Regional Transportation Authority (RTA). The agency manages an annual regional transit operating budget of approximately $3 billion with assets of approximately $160 billion and a more than $8.3 billion five-year capital program.

Bea Reyna-Hickey is the RTA’s Chief Financial Officer/ Senior Deputy Executive Director of Finance, Innovation and Technology (FIT). Reyna-Hickey oversees a $4.8 billion combined operating and capital annual regional transit operating budget. She has worked collaboratively to foster agreement with the Service Boards on funding allocation, budget development and implementation. In 2016, for the second year in row, Reyna-Hickey’s work was critical in assuring RTA board approval of the budgetary funding amounts to be allocated to the Service Boards one month ahead of the statutory deadline. Under her leadership, the RTA continues to receive the Government Finance Officers Association of the United States and Canada Distinguished Budget Presentation Award for the 20th year in a row. Bea Reyna-Hickey
Nadine Lacombe was appointed General Counsel in June 2012. As the RTA’s chief legal counsel, she provides advice regarding regulatory compliance and statutory powers and requirements, oversees litigation, contracting, the Disadvantaged Business Enterprise (DBE) program, audit and facilities and coordinates the drafting and adoption of ordinances and resolutions by the RTA Board. Jeremy LaMarche is the RTA’s Director of Government Affairs and Counsel. He manages the agency’s Government Affairs Department, providing strategic advice and analysis on issues relating to the RTA’s federal, state and local legislative, regulatory and policy agendas.

Jill is responsible for facilitating the daily operations of the agency and its employees, advising the Executive Director and staff on overall agency strategy, the allocation of staff resources, and setting and executing short-and long-term work plans and initiatives by overseeing the work plan for the agency.

Michael VanDekreke is the RTA’s Director of Mobility Services, where he oversees the operations of the RTA’s Travel Training program, the ADA Paratransit Certification Program, the Reduced Fare and Ride Free programs, and customer service.

Allison S. Noback is the Director of Human Resources and Ethics Officer at the Regional Transportation Authority (RTA), where she manages a staff of human resource professionals. Allison oversees employee relations, recruitment, benefit and compensation administration, employee retention, training and development, policy and procedure development.
