2022 Regional Transit Operating Budget and Capital Program

The RTA reviews, adopts, and monitors the annual operating budgets and five-year capital programs of all three Service Boards (CTA, Metra, and Pace) in December of each year. This page contains links to budget materials, public meetings, and other details of the process. 


Development of the 2022 Operating Budget, Two-Year Financial Plan, and Five-Year Capital program takes place over several month with many steps from the RTA and Service Boards.  

  • May: RTA Board adopts annual budget call 
  • July: Release of preparatory funding amounts 
  • September 15: RTA Board adopts proposed funding amounts 
  • October 15: Service boards submit proposed budgets and capital programs to the RTA 
  • October-December: RTA and the Service Boards hold public hearings and give presentations to county board meetings, detailed below 
  • November 15: Statutory deadline for Service Boards to submit adopted budgets 
  • November 18: Service Board present their budgets to the RTA Board of Directors 
  • December 16: RTA Board of Directors considers regional budget for adoption 

Budget materials and public meetings 

Each Service Board and the RTA will hold its own public hearings on its budget. Below are dates and information that will be updated as more details become available.

CTA will hold a virtual public hearing on the on the proposed 2022-2026 Capital Program of Projects, 2022 Operating Budget and Program, and the Financial Plan for 2023 and 2024 at 6:00 p.m. on Thursday, November 11. A link to view the hearing will be available at transitchicago.com/finance. Members of the public who wish to speak at the virtual public hearing are encouraged to submit their request prior to the hearing. Options for providing comment at the virtual hearing or for submission to the Chicago Transit Board are detailed in the press release above.

Metra will hold eight in-person public hearings and one virtual public hearing on its 2022 Budget . Any person may participate in the virtual public hearing. Members of the public can preregister if they wish to participate in the virtual public hearing, but it is not required. More information about ways to submit public comment can be found on Metra's website.

Pace will hold eight public hearings on its proposed 2022 Operating and Capital Budget Programs, 2022-2024 Financial Plan for Operations, and 2022-2026 Capital Plan. Four meetings will be held virtually and four will be held in person. All meetings will be live streamed with closed captioning at www.pacebus.com/streaming.

Registration is required for those who would like to provide live comments during a virtual public hearing. More information is available at www.pacebus.com/public-meetings. Those who cannot attend a public hearing may comment on the proposed budget by 5:00 p.m. on Friday, October 29.
