Jill Leary - Senior Deputy Executive Director, Planning and Capital Programming

Jill Leary

Jill Leary is the RTA’s senior Deputy Executive Director, Capital Programming, Planning and Performance. She oversees the agency's funding programs, planning and implementation, five-year capital program development process, transit performance measures, and the RTA Strategic Plan.

Prior to joining the RTA, Leary served as the Chief of Staff for the Chicago Metropolitan Agency for Planning (CMAP), the regional planning agency for metropolitan Chicago. She worked to consolidate two predecessor agencies, the Chicago Area Transportation Study and the Northeastern Illinois Planning Commission, to create CMAP and then managed the agency’s executive staff, oversaw the daily operations, and assisted in developing and guiding policy and planning for the agency and the board.  Previous to CMAP, Leary was a planning liaison at West Central Municipal Conference, coordinating and implementing transportation planning and funding for municipalities with county, regional, state and federal agencies. Additionally, Leary served as a program auditor with the South Carolina Legislative Audit Council, auditing state agencies and programs.

Originally from Pittsburgh, Leary has a Bachelor of Science in Public and Environmental Affairs from Indiana University and a Master of Public Administration from the University of Illinois in Springfield. Leary currently lives in Chicago and is an avid public transportation rider.
