2022 Regional Transit Operating Budget and Capital Program

The RTA reviews, adopts, and monitors the annual operating budgets and five-year capital programs of all three Service Boards (CTA, Metra, and Pace) in December of each year. This page contains links to budget materials, public meetings, and other details of the process. 

The RTA Board of Directors voted to adopt the 2022 Regional Transit Budget on December 16, 2021. View the meeting, read more in a press release or download the documents below.

Public hearing

The RTA held a virtual public hearing on the 2022 Proposed Operating Budget, Two-Year Financial Plan, and Five-Year Capital Program on December 1, 2021. Executive Director Leanne Redden gave an overview of the budget, which includes a $3.4 billion operating budget and a $5.261 billion five-year capital program. No fare increases for riders are included in the proposed budgets from CTA, Metra, or Pace. More than a dozen residents spoke at the public hearing, mostly to voice their thoughts on bus electrification and encourage a quicker transition from fossil fuels. Metra held eight in-person public hearings and one virtual public hearing on its 2022 Budget. More information about ways to submit public comment can be found on Metra's website. Pace

Pace held eight public hearings on its proposed 2022 Operating and Capital Budget Programs, 2022-2024 Financial Plan for Operations, and 2022-2026 Capital Plan. Four meetings were held virtually and four were in person. All meetings were live streamed with closed captioning at www.pacebus.com/streaming.

Those who could not attend a public hearing were invited to comment on the proposed budget by 5:00 p.m. on Friday, October 29.

Timeline 

Development of the 2022 Operating Budget, Two-Year Financial Plan, and Five-Year Capital program takes place over several months with many steps from the RTA and Service Boards.  

  • May: RTA Board adopts annual budget call 
  • July: Release of preparatory funding amounts 
  • September 15: RTA Board adopts proposed funding amounts 
  • October 15: Service boards submit proposed budgets and capital programs to the RTA 
  • October-December: RTA and the Service Boards hold public hearings and give presentations to county board meetings, detailed below 
  • November 15: Statutory deadline for Service Boards to submit adopted budgets 
  • November 18: Service Board present their budgets to the RTA Board of Directors 
  • December 16: RTA Board of Directors considers regional budget for adoption
