Program Requirements

Projects must be competitively selected and derived from the Coordinated Public Transit Human Services Transportation Plan (HSTP) that was adopted by the RTA Board of Directors in October 2007.

The potential for sustainability and self-sufficiency beyond the grant period will be a major determining factor for the funding of operating projects. In order to achieve the most benefit with available resources, project readiness will be considered for all project types.


JACR/NF Funding

The amount of funding available for FFY 2012 is estimated to be:

Entities eligible to apply and receive funding under the 2012 JARC/NF Programs include the following:

  • Private Non-profit Organizations
  • State or Local Government Authorities
  • Public and Private Operators of Public Transportation Service

A local match is required for all projects. Local match requirements are 20% for capital and mobility management project activities and 50% for operating project activities. Administrative activities in support of the project do not require a local match, but cannot exceed 10% of the net project cost. The potential for operational sustainability and self-sufficiency beyond the grant period will be a major determining factor for operating projects. In order to achieve the most benefit with available resources, project readiness will be considered for all project types. See the 2012 JARC/NF application for additional information on local match requirements. Applicants should also keep in mind that JARC/New Freedom funding is start-up money. Projects are expected to continue to operate with other funding sources once JARC/New Freedom funds are expended.

Any project, regardless of the grantee, that has received funding awards in 3 or more program years from the 2006-2011 JARC and New Freedom federal appropriations shall be considered for an award only after the first year needs of other eligible applicants are met as determined by the Selection Review Committee.
