Joint RTA/CMAP Program Guide

While the RTA and Chicago Metropolitan Agency for Planning (CMAP) (through its Local Technical Assistance Program) both have separate technical assistance programs, applicants are able to apply for both programs by using one application. Through this coordination, the RTA and CMAP are able to offer planning and implementation assistance to an expanded base of eligible applicants, align all efforts with the Regional Transit Strategic Plan and the GO TO 2040 Plan and provide interagency expertise, technical assistance and capacity.

Program Requirements and Submittal Procedures  

Detailed program information can be found in the program guide and application form. The RTA requires a local financial match for larger projects such as TOD plans and corridor plans, but some smaller project types, including many implementation project types, may not require a match. Applicants will be notified if a local match will be needed prior to project approval. The RTA sets individual “not to exceed” project budgets during the project development process, based on project scope and past experience with similar projects. Thus, project budgets should not be included as part of your application submittal.

All applicants are encouraged to obtain a letter of support from the impacted Service Board by emailing a brief description of their project to the appropriate Service Board contacts. Requests for letters of support must be submitted by June 2, 2017. Please email your request to:

Timeline after Submittal

July 2017 RTA and CMAP Staff will notify applicants which agency evaluates their application.
July – August 2017 RTA Staff will review applications and contact applicants with additional questions on their application.
September 2017 Preliminary project selection recommendations released; all applicants notified. RTA conducts a Public Comment Period on the recommended projects.
October 2017 RTA Board notified of recommended Community Planning projects; successful applicants are notified.
