Bea Reyna-Hickey is the RTA’s Chief Financial Officer/ Senior Deputy Executive Director of Finance, Innovation and Technology (FIT). Reyna-Hickey oversees a $4.8 billion combined operating and capital annual regional transit operating budget. She has worked collaboratively to foster agreement with the Service Boards on funding allocation, budget development and implementation. In 2016, for the second year in row, Reyna-Hickey’s work was critical in assuring RTA board approval of the budgetary funding amounts to be allocated to the Service Boards one month ahead of the statutory deadline. Under her leadership, the RTA continues to receive the Government Finance Officers Association of the United States and Canada Distinguished Budget Presentation Award for the 20th year in a row.

Reyna-Hickey has served the public in a variety of progressively responsible positions. In 2000, she was appointed the City of Chicago’s Department of Revenue Director where she managed 500 employees, a $53 million budget and 10 facilities. She administered business licensing, taxes, accounts receivable, collections, financial reporting, municipal code fines, information technology, parking and garage operations.  

Throughout her career in City government she has distinguished herself by spearheading the use of technological solutions to streamline operations, improve efficiency and enhance customer service. She was responsible for the implementation of technology and services that increased City revenues from $1.6 billion in 1999 to over $2.2 billion in 2010.

Additionally, she was the Director of Revenue and Administration at the Department of Aviation where she was responsible for materials management and in house construction projects for O’Hare Airport, working with all labor unions. She also served as Director of Personnel at the Department of Housing, where she implemented electronic timekeeping and forms to improve compliance and accountability.

Reyna-Hickey has Master of Science and Bachelor of Arts degrees in Public Service Administration from DePaul University.
